Test and Evaluation (T&E) Analyst with Security Clearance

(ANSER) is seeking a Test and Evaluation (T&E) Analyst in support of the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) performing oversight of the Chemical and Biological Defense Program (CBDP). In this role you will be part of a team that assists the DASD(CBD) in managing oversight of CBDP T&E forecasting, program evaluation, and infrastructure (to include physical infrastructure and intellectual capital) and will actively lead the assessment, analysis, integration, and advocacy of T&E readiness as it relates to CBDP plans, programs, budgets, and execution (PPBE) for requirements needed to counter chemical and biological (CB) threats. This position requires a hybrid/on-site work schedule at the Mark Center in Alexandria, VA. Day to Day Responsibilities: * Coordinate the collection of T&E infrastructure data (including requirements, utilization rates, sustainment costs, etc.) from Government and contractor support activities across the CBDP and lead the analyses and evaluation of this data to maximize efficiencies of the assets that support the CBDP mission. * Assist in the development and assessment of appropriate courses of action and provide recommendations to the DASD(CBD) to address current T&E infrastructure issues within the CBDP. * Support T&E efforts within the PPBE process. * Synchronize activities of CBDP components to develop coordinated recommendations to fund courses of action (COAs). Consolidate information from CBDP stakeholders for review. Ensure CBDP stakeholder awareness of infrastructure investments and sustainment efforts. * Establish tools, processes, and products that integrate infrastructure capabilities and identify unnecessary duplication to meet requirements for the mission. * Monitor and coordinate with outside agencies, international partners, academia, and industry to understand opportunities and infrastructure capabilities available to support the mission. Required Qualifications: * Possess an active Secret security clearance. * Bachelors degree in a relevant field. * 8+ years of related work experience supporting defense or government contracts in a similar role. * Experience with the MS365 Suite, to include Outlook, Teams, and SharePoint. * Familiarity with current DoD Planning, Programming Budgeting and Execution Process processes, budgetary principles, and their associated operational impact. * Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel. * T&E Foundational Certification through the Defense Acquisition Workforce Improvement Act (DAWIA) Back to Basics certification framework. Preferred Qualifications: * DAWIA T&E Practitioner certification. * 8 years of relevant chemical and/or biological defense work experience. * Project Management Professional (PMP) certification. * Top Secret Security Clearance or higher.
