Position Title: Systems Engineer (Cyber) Position Type: Full-time, Fully On-Site Location: Chantilly, VA Clearance: Active TS/SCI w/ CI Poly Description: Waypoint’s client seeks a Cyber Systems Engineer to provide SETA support to enhance the Information Assurance (IA) posture of a National customer. This role involves collaborating with government leads, stakeholders, and contractors to address systems engineering, cybersecurity, and program management needs. The engineer will evaluate contractor performance, develop acquisition artifacts, and provide technical and programmatic assessments to inform leadership. Responsibilities: * Working with other Front Office (FO) SETAs, provide Director and Deputy Director-level support to a Group FO that consists of 5 divisions * Review, assess and produce technical reports on CDRL items delivered by the Cyber Security Services contractors * Provide assessments to the customer on the cybersecurity contractor’s program performance. * Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor’s performance * Assist in the development of execution reviews, acquisition roadmaps and transition plans * Develop briefings and artifacts for acquisition Readiness Reviews * Provide technical recaps of customer meetings with cyber security contractors * Work closely with the customer Lead and stakeholders to execute contracts * Inform government leads on status and progress of all projects * Work with government and contractor leads to address various systems engineering, system integration, and project management issues across projects * Analyze user needs, concept of operations, and high-level systems architectures to develop system requirements. * Assist project managers in developing program documentation (TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, and Acquisition Strategies), creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated project teams * Advise in the production and tailoring of government financial execution reports and program acquisition documentation and ensure affordable, supportable and effective program requirements are specified to meet mission needs. * Provide support to GPMs to assure execution within the cost, schedule, and performance baselines. Utilize program management tools (e.g., Plan-It, MS Excel) to assist GPM with planning, documenting, executing, and reporting of all program details (e.g., spend plans), for both current year (FY) and out-years (FYDP) * Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities. * Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current. * Assess contractor performance using evaluation criteria and technical performance measures * Participate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements * Assist in the development of technical requirements * Produce high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials * Analyze policies and procedures against Federal laws and regulations and provide recommendations for closing gaps * Develop strategies to comply with privacy and risk management requirements. * Facilitate the organization’s Engineering Review Board and ensure its technical content (hosted on Confluence) is kept up to date. * Working knowledge of the Zero Trust Architecture (ZTA) principles and how they can be applied to improve organizational cyber security posture. * Baseline understanding of government procurement and logistics processes as it pertains to the acquisition of IT services, hardware, and software. Required Skills: * 12 to 15 years with BS or 10 to 3 years with MS or 8 to 10 years with PhD. * Must possess and be able to maintain a TS/SCI with Poly. * An 8570/8140 IA Certification. * Experience supporting project management and acquisitions. * Experience with customer’s Cybersecurity Processes and tools/capabilities. * Experience in requirements analysis. * Excellent communications skills – Verbal and Non-Verbal. * Hands-on working knowledge of Excel and other database applications. * Ability to support Group Level GPOCs. * Strong attention to detail. * Ability to work in a team environment . Desired: * Self-starter requiring limited direction and supervision. * Bachelors of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP). * Experience briefing senior customer personnel. * Ability to organize and prioritize numerous customer requests in a fast-paced deadline driven environment. * Familiarity with the RMF process. * Experience supporting IC or DoD in the Cyber Security Domain. * Working knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint.
