Savvee Consulting is seeking to hire a Data Analyst to support our federal client, located in Silver Spring, MD. This position requires onsite support at the direction of the client. Candidates must be a proactive self-starter with an acute attention to detail and have the ability to thrive in a fast-paced environment in order to meet and exceed the client’s needs. A working knowledge of IT budgeting and fund allocation is valuable for this role. Essential Functions – Gaining an understanding the budgeting, allocation, and spending processes for IRA funds – Researching NOAA finance and procurement systems’ reports to find potential data sources – Coordinating meetings with various teams including: * NOAA finance and procurement systems points-of-contact (POCs) to gather reporting information and validating information obtained from research * Various program POCs to gather information regarding IT-related pain points, lessons learned, and future requirements – Producing meeting minutes and maintain knowledge base for team – Reviewing IRA tracking processes and documents from budget and finance offices to gather useful information for the project – Designing and implementing IRA IT tracking and reporting for IT acquisitions to include performance metrics and yearly calculations of investment and cost savings related IT acquisition oversight – Using NOAA-provided tools (e.g., Google Sheets, Excel, Smartsheet) to develop tracker and dashboard based on appropriate data sources – Developing regular reporting functions from the data detailing metrics and calculations to include, but not limited to, obligations, spending, and cost savings – Using the visibility into IRA spending on IT-related activities to propose future projects that improve the efficiency of IT procurement and shared services – Analyzing metrics and calculations for patterns (product/service types, procurement sources, timing, geography, etc.) – Assist in the development of recommendation documents or memos for OCIO leadership – Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client – Demonstrating a commitment to quality and customer support Required Education & Training – Bachelor’s degree Minimum Experience & Skills – Five or more years of professional experience – Ability to commute to NOAA Office located in Silver Spring, MD, at the direction of the COR – Must have the ability to obtain the client’s Public Trust clearance – A proficiency in utilizing MS Office products – Excellent written and verbal communication skills – A highly motivated self-starter – Must be motivated and have excellent customer service skills Desired But Not Required Qualifications – Experience with IT budgeting, allocation, and spending processes – Experience with meeting coordination, action tracking, and meeting minutes – Proficient in using tools like Google Sheets, Excel, and Smartsheet for data tracking and dashboard creation
